Is a 1999 honda prelude with 200 horsepower a fast car?

Im currently in the process of considering to buy a 1999 Honda Prelude for sale. I think its a very nice car and is very clean and is being sold at a good price. Just curious to find out if it is considered to be a fast car with 200 horsepower because I don't know too much about cars under the hood.
