Why and how is there a question that is 3 weeks old!?

if you go to all categories, and click oldest, there is a question by a normal person, not a Y!A admin, that is three weeks old. it's asking about some Bella's Lullaby. How is this possible with just a normal person? wouldn't it require admin status to extend the question for more than one week, let alone two weeks? if an admin IS extending it, is there a reason? It's a Twilight fan girl asking for music! how is that in the least important?!
