How to stop persistant barking?

I have a labrador/weimeriner mix breed who barks at EVERYTHING! we've tryed water in his face when he does it, giving him praise and treats when something goes by and he ignores, all of that. He still barks. He is worst when there are motercycles or bikes. What are some tips you guys learned that helped you. Also one member in our house always undermines any training we use with the dog. if she's still around, will Charlie ever learn anything or will he continue to disobey us?
